Policy Development
Benchmarking and Enhancing Practice
Scottish Borders Council
Background
Scottish Borders Council asked us to benchmark and review a suite of policies. All work was done remotely.
Approach
Outsourcing policy development can be a sustainable way of meeting the specific equality duties as it means that clients can revisit the assessments at the specified review stage and update the equality evidence to inform evaluation of continuing impact.
Process
We collated equality evidence including staff and service user data, local demographics, employment and economic data. We benchmarked against British Standards and the EHRC Code. We also proposed quantitative measures to evaluate continuing impact and revisions to further meet the general equality duty.
